After a devastating earthquake hits Makuhara in northern Chiba, 18-year-old Yamato travels there to find his friend Kiichi. Along the way, he meets Takeru, a volunteer aiding in the relief effort. Upon arrival, they discover that Makuhara, under government lockdown, is being managed entirely by children after a virus has killed all the adults. Now, the child leaders must not only restore the city but also confront the government’s efforts to conceal the truth.
